Debra Mountford

Position: Project Manager, Organisation for Economic Co-Operation and Development (OECD) 

Debra Mountford joined the OECD in 1997 and has two decades of experience leading urban policy and local economic development projects.   

Debra’s urban policy work includes the first review of brownfield development by an international organisation as well as a number of thematic, national and metropolitan policy reviews. She has led a substantive body of work on local economic development including international peer reviews and comparative analysis.  

She has published extensively on local economic leadership, development agencies, local economic and investment strategies, financial tools and instruments, post-conflict economic development and global events as catalysts for local development. 

Her most recent work includes developing the first OECD legal instrument on Global Events and Local Development, adopted by 38 countries at the 2018 OECD Council Ministerial meeting.
